Buddy Rich Big Band, with Anita O'Day, Blue Note, 131 West Third Street (475-8592). The Blue Note's third annual Big Band Festival ends this weekend with a three-day tribute to Buddy Rich, starting tonight. A year ago, the Blue Note's Big Band Festival ended with Mr. Rich's band. He died four months later, in April, at the age of 69. Steve Marcus, the featured tenor saxophonist in the Rich band since 1975, will lead the group this weekend. Anita O'Day, whose career as a big band singer was split between Gene Krupa and Stan Kenton during the 1940's, will sing with Mr. Marcus and the Buddy Rich Band. Shows today, tomorrow and Sunday are at 9 and 11:30 P.M., with an extra show at 1:30 A.M. today and tomorrow. There is a $7.50 music charge with a $5 minimum at tables; there is a $10 minimum at the bar, but no music charge. Distinctive Danish Duo
