No it isn't. Check the md5 link above...d2t08 is Watchtower.
By "this" you probably mean the version on Tol which has been missing the Watchtower file. I just got my Watchtower from the LMA last week. Click on the Download from Llama link at the top of this page. It's there.

I can?t understand why Watchtower was missing on tol but present on the Archive, as must stuff on the Archive comes directly from tol. huh? and why is the dat gen labelled pre-fm??? was this in fact something Gans had prepared for his GDH??? otherwise it would seem completely stupid to include a dat gen labelled like that. like dat. hahaaaa.

"Sonic Solustions" is David Gans, so, yes, apparently this source is a DAT Gans prepared to be used for a GDH broadcast.

David Gans transferred the sbd cassette masters to his sonic solutions work station. From there he made CD's, NOT Dat. He gave me a set of discs made directly off of his sonic solutions work station years ago. I'll dig them out and will circulate them since they have the complete transfer info printed on this discs.

This was a dat given to me by the person running the GDH here. It was a Pre-FM DAT complete with David's voice overs. There was no CDR step...
