I combined all the files into one big (2.1GB!) file and used a feature in
Goldwave which finds the maximum volume and readjusts everything so that
this maximum was bumped up to 1.0, where that is the maximum volume before
clipping occurs.  This involved increasing the volume by a factor of
one-third.  I then re-split the tracks using CDWav almost exactly the same as
before (a  couple seconds here and there).  The peak volume occurs during the
soundcheck, so the rest of the show is still a bit quiet, but it's better.
